Debra Ignont is the CEO of D. Moore Consulting, Inc. (DMC). With over 25 years' experience in the construction industry, she has excelled at providing labor and contract compliance services, and community engagement on public projects as well as administering Project Labor Agreements. She earned her undergraduate degree in Business Management with an emphasis in Small Business Entrepreneurship from University of Phoenix in 2014. Always eager to learn and provide the best to her clients, she attends seminars on prevailing wage, has completed a six-week Turner Construction Management course and is a Certified Compliance Administrator.
Michael Ignont has been with DMC since 2014 managing the administrative aspects of our office ensuring that every project is handled efficiently. He also is responsible for contract and labor compliance monitoring on public and private construction projects. Mr. Ignont is a graduate of Oakland Senior High School and also affiliated with the Local 3 Painters and Tapers union and Teamsters Local 70.
Tamla Long has been with DMC since 2007 responsible for labor compliance management and providing technical assistance to small contractors specifically in the areas of accounting/bookkeeping and back-office support. Ms. Long has extensive experience in payroll, and bookkeeping administration with an acute attention to detail. Ms. Long has an accounting background and is a great asset to our team. Ms. Long attended Chabot College and continues to advance her accounting knowledge through continued education courses.
COMMUNITY OUTREACH CONSULTING SERVICES ON SANTA RITA JAIL CIP, CATEGORY II PROGRAM

Scope: Subconsultant to Kitchell CM providing outreach consulting services and community engagement on Alameda County GSA's Santa Rita Jail Category 2 program with a goal of cultivating interest among small, local, and emerging construction businesses to bid on the project.

Scope: DMC partnered with Lowe Consulting Group to administer the Housing Authority's Project Labor Agreement on 14-HUD subsidized rehabilitation projects as well as conducted weekly construction site visits to ensure prevailing wage and contractor scope compliance.
PROJECT LABOR AGREEMENT ADMINISTRATION AND COMMUNITY OUTREACH CONSULTING SERVICES ON VARIOUS PROJECTS

Scope: A sub consultant to Davillier-Sloan. Planned and coordinated a community outreach campaign for the City of Hayward's Community Workforce Agreement; Assisted the City of Oakland in organizing and facilitating meetings leading to the negotiation of a project labor agreement; Provide administrative support to Peralta Community College District's Local Hire and JAC committees as a part of their PLA as well as providing consulting services on various other projects.
